I got this message while trying to login to CitiBank Internet Banking, "Temporary delay"? I've no idea what does it mean, what do you think? Result of a policy where keywords like "maintenance", "problem", "error" cannot be appear on corporate website?

i also got this msg since last friday. just called the hotline, but the lady didn't give me a solution. she said it is due to the cookie. i even reinstalled my operating system. the problem persists. don't know why...
